Alien Spies: Is Fermi Paradox The Coverup?

Friends! 
This is a desperate cry for help. No, I don't think that the famous Fermi paradox is the actual coverup. But the certain chain of events would definitely bring this idea to any unbiased mind. See it for yourself and may be you can help to resolve this new paradox regarding the alien life on our home planet.
In 1990 our research group made a report [1] at the Annual Tsiolkovski Conference where was announced in plain words that we could be literally surrounded by alien civilizations from which we were not able to get any information and with which we could not communicate.

The idea could not be simpler [2]. "For the Universe or even the Galaxy to be colonized, interstellar travel with speeds close to the speed of light has to be invented.  Time is relative and for the distant (resting) observer it takes a lot of time to watch the lucky space travelers crossing the Galaxy back and forth.  Due to the existence of the fundamental speed, it will take almost the same time to simply communicate across the Galaxy. Needless to say that such extremely large time intervals make it absolutely impossible for such interstellar civilization to exist as a whole, effectively prohibiting any kind of trade, or control over such a vast amount of space by any kind of social power. Even the results of research expeditions into deep space will become worthless to those who have sent them. All this may be formulated as another "interstellar travel" paradox.  Comparing to the Fermi paradox, it is not discussed that much, but the importance of it cannot be overestimated. 
... there is only one solution for both paradoxes. If there is no way for interstellar travelers to exceed the fundamental speed, let us utilize the same light speed in the everyday life of those who stay on their metropolitan planets. Let them go to work and back, pass from one room to another with the fundamental speed by the means of advanced technologies such as "teleportation" or any other! In this case the time dilation for those who travel and for those who stay could be controlled and may be adjusted to be exactly the same. This will obviously eliminate the problem with interstellar travel and communication within one civilization and between several civilizations. 
... But it will create another problem at the same time. Now the whole civilization or the group of civilizations with such advanced transportation technologies will find their common time dilated, slowed down.Is it a real problem for an advanced civilization? Not at all.  In fact, as we just have seen, it is a bright natural solution to the real problem of holding the body of a civilization together by means of trade, power control and communication.  It is not a problem for advanced civilizations - but it is a serious problem for all other civilizations who have not yet reached that technological point.
...What will happen in the eyes of the Earthling beholder watching an advanced civilization reaching the point of "technological singularity"?  The external, earth-time based observer sees the life of the advanced civilization slowing down and coming to an almost complete stop. All the processes, all the movements including transportation, all the changes will almost seize to exist. All the communication frequencies will be shifted and, more importantly, the signal frequencies (like voice or words flow tempo) will be decreased by already mentioned factors. The courier ships will, of course, be rushing back and forth at light speed, but their schedules will be delayed and dilated by the same terrible factors. The overall picture would actually look as if the entire advanced civilization is falling onto a huge black hole."


In short, if you cannot overcome the light speed barrier, use light speeds everywhere, light speed  zigzag movement of those staying "at home" is still as good in time dilation  as the straightforward one of the space travelers. 

The idea was so plain simple that we actually thought it would become well-known and, may be even popular. Nothing happened. Twenty (20) years (!!!) passed.  In 2010 I decided to publish an article on this matter [2] and tried to make posts in some scientific blogs to attract some interest.  No interest was attracted. You still will not find this idea in any  in any book, article or even blog on the Fermi paradox.

My friend tried to put a few words on this not new but still unknown to the public resolution of the Fermi paradox in Wikipedia.  It was erased from there with unprecedented speed of reaction. The reason of deletion was stated as "no secondary references found". Circle was closed. 

Now we live in the year 2013. The idea that we believe is the only clear solution to the Fermi paradox remains totally unknown to the public.  How can this happen? What unprecedented barrier actually stands in the way of accepting or, at least, of simple considering this idea? 

Is it the difficulty of imagining the technical ways to reach light speeds in our home environment?  Does the term "light speed" immediately create the "square" of gigantic space cruiser that our mind is simply not able to think out of? Advanced civilizations might be able of many things, light speed travel devices miniaturization for one thing. If not a "teleporting", one may look, for example, at such new approaches to reaching light speeds that are suggested in my recent essay on the FQXi contest [3] or in the article on space and time travel[4].

All of this looks like one of the greatest mysteries of the universe. Or is it an alien coverup, what do you think?
