South Korea acts like North Korea to stop Internet addiction

What is the totalitarian solution to young people spending too much time on the Internet?  An Internet 'curfew' forcing them off.   

The proposed "Cinderella" ban would make it illegal for Internet service providers to allow online gaming access to users under the age of 16 between the hours of midnight and 6AM.  How will that be determined?  Government snooping, of course.

Too much time on the Internet is a parental issue first and a cultural issue second.   Abdicating responsibility to government to prevent problems in a relative few, like a clearly mentally disturbed person who died after spending 5 straight days gaming (and he was an adult, not a child, so the curfew would not have made a difference) is not a democratic solution.
